I was SO impressed with the RAPSA conference. Every detail was planned, organized, followed -through and maximized for success. I don't think I have ever been to a conference as classy as this one. Much of her book, The Truth About Teaching: What I Wish the Veterans Had Told Me (2006 by Inspiring Teachers Publishing, and 2009 by Jossey-Bass, a Wiley imprint), is based on her challenging yet very rewarding experiences with these students.

Joy worked as a Regional Technology Specialist for five years in Citrus County and earned the Teacher of the Year Award at Citrus High School. The partnership between Job Corps and SIATech captured Joy's attention as a way for students to learn hands-on in a technology-infused program and apply that learning in real world trades. Joy believes that technology should not supplement the curriculum, but that the curriculum should infuse real-world preparation through technology. Richard ("Rick") Clark is an independent contractor with SIATech/NEWCorp and serves as National Policy and Program Liaison.  He has been an independent consultant with the National Office of Job Corps, noted for a white paper he authored for advancing Job Corps' High School Diploma Initiative.

For the past several decades, Rick has been a consultant and policy advocate in teh general fields of education, technology, communications policy, and governmental reform.  Among other professional highlights, he was a senior lobbyist for the citizens' lobby Common Cause, Consultant Staff to the House Education and Labor Committee, and Chairman/CEO of the National Coalition, which successfully campaigned for self government for the District of Columbia.

In the early 1980s, Rick served as Chief of Staff to the Chairman for the District of Columbia Legislature, prior to becoming the Legislature's first Intergovernmental Liaison Officer with responsibility for liaison with Congress, the Federal Executive Branch, and international agencies.

Mr. Clark holds a bachelor's degree in economics from Cornell University, a master's degree in urban studies from Occidental College, and was a Yale University Urban Fellow.

Delaine Eastin served as California State Superintendent of Public Instruction from 1995 to 2003. Upon taking office, Eastin made class size reduction her top priority. Her advocacy persuaded the Governor and the legislature to invest $2.5 billion in cutting class sizes.

In response to declining student performance, State Superintendent Eastin led the adoption of high statewide academic standards in reading and math. High standards in science and social studies are currently being adopted. Eastin also implemented a new statewide test and established a new system to increase the accountability of every school and district in the state.

In the fall of 1995, Superintendent Eastin launched the "Challenge Initiative," a groundbreaking reform effort to raise standards and accountability. Fifty-six school districts, covering nearly 500,000 students, embraced the Challenge and agreed to set high standards for every subject area in all grade levels. During her first term, Eastin cut administrative waste by streamlining contracting procedures in the Department of Education and by standardizing accounting procedures. She also established the California Education Technology Task Force to craft a statewide plan to increase student access to technology in the classroom.

She now serves on the RAPSA Advisory Committee as Co-Chair.

Dr. Ronald F. Ferguson is the faculty co-chair and director of the Achievement Gap Initiative (AGI) at Harvard University, where he has taught since 1983. An MIT-trained economist, his work over three decades has focused on social and economic challenges in urban America. Issues of racial and ethnic inequality have been a central focus. For the past decade, Dr. Ferguson’s research has focused on racial achievement gaps, appearing in publications of the National Research Council, the Brookings Institution, the U.S. Department of Education, the Educational Research Service and various other books and journals. At Harvard, the AGI is a university-wide endeavor that also reaches beyond Harvard and brings together researchers, policy makers and practitioners to work on school improvement, parenting, and youth culture to help raise achievement and narrow gaps. Dr. Ferguson is also the creator and director of the Tripod Project for school improvement, in which hundreds of schools across 15 states have participated since 2001. He is the author most recently of the book, Toward Excellence with Equity: an emerging vision for closing the achievement gap, from Harvard Education Press.

Rob Gira is responsible for overseeing AVID Center’s National Programs, including curriculum, professional development, communications, and research and evaluation. Pedro Noguera is a professor in the Steinhardt School of Education at New York University, the Executive Director of the Metropolitan Center for Urban Education, and Co-Director of the Institute for the Study of Globalization and Education in Metropolitan Settings (IGEMS). He is the recipient of several awards and honors for his work and leadership in the field of education.

An urban sociologist, Noguera focuses his research on the ways in which schools are influenced by social and economic conditions in the urban environment. He has served as an advisor and engaged in collaborative research with several large urban school districts throughout the United States. He has also done research on issues related to education and economic and social development in the Caribbean, Latin America and several other countries throughout the world.

Pedro Noguera has published over 150 research articles, monographs and research reports on topics such as urban school reform, conditions that promote student achievement, youth violence, the potential impact of school choice and vouchers on urban public schools, and race and ethnic relations in American society. Noguera is the author of The Imperatives of Power: Political Change and the Social Basis of Regime Support in Grenada; City Schools and the American Dream; and, most recently, Unfinished Business: Closing the Achievement Gap in Our Nation’s Schools (with Jean Yonemura Wing).

Wayne Sakamoto is the Director of Safe Schools for the Murrieta Valley Unified School District. He has over twenty years of experience in the field of school and community safety and has developed and implemented a number of successful gang and youth violence prevention and intervention approaches. He has assisted schools on a national basis with school safety planning, emergency readiness, and building safe and positive learning environments. Wayne has been recognized on state and federal levels for violence prevention programs and efforts. He assisted in developing, implementing, and conducting state-wide trainings on the School Community Violence Prevention: Focus on Gangs effort that is a community mobilization partnership that includes prevention, intervention, and suppression. Wayne assisted in developing and implementing Project COURAGE a model after school program for students at-risk of gang involvement, drugs and violence that earned an honorable mention for a Thousand Points of Light Award. He developed and assisted in implementing the F.O.R.C.E. 8 (Focus On Resolving Conflicts Everyday), a Youth Leadership Project that focuses on getting youth involved in violence prevention including gangs, racism, bullying and harassment. The project was awarded the 2002 Golden Bell Award by the California School Boards Association. Wayne has also been recognized by The California Wellness Foundation for his work as an advocate for violence prevention and was awarded the 2002 California Peace Prize Award. Wayne’s story has been published in the Chicken Soup series of books.

Matthew Tessier has proven success as a Principal for the Chula Vista Elementary School District in San Diego County. During his leadership at Loma Verde, a school in Program Improvement Year 2 because of lack of English Learner achievement, that site exited PI and raised English Learner achievement by 15%, making all API and AYP goals. Three years ago, he moved to Harborside, a low achieving school in Program Improvement Year 5. After two years of increased student achievement, Harborside has exited PI, increased English Learner achievement 29%, Mathematics achievement by over 40%, and made all API and AYP goals becoming the highest API point gaining school in the County and one of the top growth schools in the State. Mr. Tessier leads these schools with a specific focus on what works, and the results have been phenomenal.

Michael Walmsley is an elementary school principal with over 20 years of school leadership experience. He is the creator of the Balanced School Day – an alternative school day schedule in use across Ontario, Canada – and the Focus Curriculum Delivery Model – a school-wide/multi-grade/cross-curriculum design for programming with an emphasis on unique school/student interests. An “outside the box” educational leader, Michael has presented his ideas at numerous provincial conferences in Ontario and was a key presenter at a recent session of the Oxford Round Table at Oxford University in England.
